Functions and Objectives

FUNCTIONS
The functions of the Inspectorate of Electricity in brief are as below:

  • Administration of the Electricity Act, 2003 & Central Electricity Authority (Measures Relating To Safety And Electric Supply) Regulations, 2010.

    The Electricity Act, 2003 and Central Electricity Authority (Measures Relating to safety and Electric Supply) Regulations, 2010, provides for safety and related Rules/Regulations to be followed by organizations/personnel involved in Generation, Supply/Transmission, Distribution and Utilization of Electrical Energy, with an objective to provide safety to Human/Animal Life and equipments/properties.

    In order to enforce the Act and Rules/Regulations the Inspectorate discharges the following duties:
    • Inspection of new Extra High Voltage and High Voltage installations and multistoried buildings and accord approval for their commissioning, as required under Regulations 2010
    • Periodical inspection of electrical installations of factories, Electricity Board, Cinemas, Neon- signs, EHV/HV installations, Lifts, M.V. installations of Consumers and Multistoried Buildings etc.
    • Scrutiny of and according approval of drawings of electrical installations that indicate the method of construction and layout of EHV/HV installations and Multistoried Complexes as per provisions of the Rules/Regulations and Codes.
    • To investigate Electrical Accidents and submit Enquiry Report to the Government suggesting/insisting upon remedial measures on the concerned authorities to eliminate the occurrence of such electrical accident.
  • Administration of certain provisions of the Assam Cinema (Regulation) Rules, 1960 Made under The Assam Cinema (Regulation) Act, 1960:

    Under provisions of this regulation permanent Cinema Halls are to be inspected and tested from this Inspectorate every year for the purpose of issuing Electrical Safety Certificates. Similar, Safety Certificates are to be issued for Temporary Cinema houses also.

    The Cinema Operator’s License are issued and renewed by this Inspectorate.

  • Administration of the provisions of the Assam Electrical Licensing Board Regulation, 1992:

    The Electrical Licensing Board is constituted by the State Govt. under the above regulation with the Chief Electrical Inspector -cum- Adviser, Assam as the ex-officio Chairman and one senior Electrical Inspector as the Secretary. The main functions of the Board are:

      • Receiving, scrutinizing and processing the applications for the issue of Electrical Contractor’s License and issue of License to Electrical Contractors and annual renewal of such Licenses.
      • Receiving and processing of applications pertaining to grant of Certificate and Permits to Supervisors and Workmen respectively.
      • Conducting Examination for issue of Supervisor’s Certificate of Competency and Workmen’s Permits to Electrical Supervisors and Wiremen respectively, every year.
      • Preparation and issue of Certificates to Supervisors and Permits to Workmen.
      • Enquiry in to malpractices in electrical works and disputes between the Licensed Electrical Contractor and the prospective/existing consumers of Electricity about contravention of Licensing Rules.
      • Renewal of Contractor’s Licenses and Electrical Supervisors Certificate/Workman Permits as per Licensing Board Rules.

    In 2013 e-filing/on-line application system introduced with the help of AMTRON for applying for examinations for grant of Supervisors certificate and Workmen Permits. Arrangements are also made to computerize the Inspectorate along with the Electrical Licensing Board with the help of AMTRON. The works are in almost in completion period.

  • Administration of the provisions of the Energy Conservation Act, 2001:

    The Government designated the Chief Electrical Inspector -cum- Adviser, Assam as State Designate Agency (SDA) to co-ordinate, regulate and enforce provisions of the Energy Conservation Act, 2001 within the State of Assam. Though the implementation of the provisions of the said Act will commence from five years from the date of commencement of the Act, i.e.01.03.2002, presently, activities for creation of awareness for conservation of energy and energy efficiency are being taken among public and suppliers as envisaged in the Act.

    The role as SDA is basically is to work in tandem as State agency with that of Bureau of Energy Efficiency (BEE), Ministry of Power, Government of India in regard to the activities taken up and carried out by BEE under relevant National Policy on Energy Efficiency and Conservation finally linking to that of National and then Global Policy on Climate Change, while keeping itself at readiness to perform in case of State Policy.

Objective

The objective of the organization is to make an accident Free State from use of electricity and lifts and escalators apart from use of energy in practicable efficient manner to avoid losses. Functions of this organization are thus interloped to achieve the objectives of making an accident free State and Efficient- only use of energy.
